(I) Philosophy in layout
Here in the Republic of China, the government is putting forth wholehearted efforts to build Taiwan into the an Asia-Pacific Operating Center, Logistic Center and Free Trade Ports to make Taiwan become the optimal environments for a liberalized and internationalized macro-economy. In such optimal climate, commodities, business, human resources, funds and capital will be in prompt flow both inward and outward. In turn, Taiwan will become able to lure multinational conglomerates as well as the local entrepreneurs to operate here as their home bases toward the entireall world markets.

As a solid means to embody the aforementioned policies, the Republic of China government takes the CKS International Airport as the very core to set up connecting transportation networks to combine Taiwan with counterpart cities in the Southeast Asia and throughout the world. By luring international express couriers and logistic giants to invest in the Park, the Far Glory Air Cargo Park will boost development of the associated lines and further lure industries of high added values to land in the Park to further boost Taiwan’s competitive edge in economic development.

The land and buildings under the Project are illustrated in the attached figure as duly worked out in accordance with “Multifunction Air Cargo Park and Global Logistic Value-added Parks”.


1.Orientations of the air cargo park planning:

(1) The concept and foresight in internationalization:
The global investment strategies today know no national boundaries. The present Project in the construction & development of land and buildings is exactly in line with the international trends to assess the feasibility of inviting world-class logistic and industrial companies to land in the Far Glory Air Cargo Park which will be, in turn, built into Taiwan’s gateway. The present Project shall be mapped out in the forward-looking vision to forecast the volume of air cargoes in future flow. For the scale and future progress, the Project will reserve the room for flexible adjustment.

(2) Technology & human-friendly:
As high technology oriented industries are developed by leaps and bounds, the constructions inside the Far Glory Air Cargo Park (FTZ) are designed into high technology oriented attribute as well. In the architectural design, the Project will form the new technology-oriented landmark (through metal, glass, intellectual oriented computerization in neat, clean and prompt design). Those human resources operating inside the Far Glory Air Cargo Park (FTZ) are deemed not the as economic beings alone. They must be provided with human-friendly working amenities and service facilities (in the space design, touch, hues, recreational facilities).

(3) Environments of strengthened cultures and arts:
At the peak of economic development, the voice to stress culture and art is increasingly dominating. Instead of the image of conventional parks with the unexciting, drab dreary architecture, the land in the Far Glory Air Cargo Park (FTZ) must be put into use in the principle of maximum possible use for production. The industrial zones of new generations should be imbued with added attributes of arts and culture, with stressing of being open, liberal, diversified, better accessible to the public. They should win cognition from the neighborhood to become a part of the neighborhood lifestyle.

(4) Environmental protection concept:
High level economic development normally goes contrary to environmental protection. Today, environmental protection has become the unanimous consensus of all people and is a part of the international trend. The present Project, therefore, takes the environmental protection as a key lesson in the process of the development.


The Goals of Land Use and Architectural Plans:
The Project will make use of the current resources of CKS International Airport as the air cargo handling center, with the following ideals and goals:

(1) Aligning the world markets:
The Project will cut short the time required for inward, outward cargoes and carry products into other international cities through international express couriers.

(2) Creating supreme level air cargo parks:
Other than the magic performance for prompt cargo flow and to provide the maximum possible accommodation of logistic warehousing, the Project will make use of the value-added zones beyond the Park to enable investors to have their products exported straight, or to import semi-products for processing before re-exporting. Through such express handling, investors inside the Far Glory Air Cargo Park (FTZ) will be able to supply products, place orders, transship, sell products and handle such cross-national economic and trading activities in an express and prompt manner at reduced forwarding costs and added competitive edge. In turn, they will easily take a slice of the pie in the world markets.

(3) Make use of limited land resources to bring up the maximum possible economic values:
Land for an air cargo terminal park is unavailable unless through classification or re-classification in urban planning. That is to mean such valuable land must be developed through bulk rate control and restriction in the land use so as to yield high added value. Through such efforts, the high commercial values and service facilities will be yielded out of the land value and will, in turn, function as the catalyst to boost the peripheral industries.
